I don't think that's it. More than likely it's because Philly and Miami are major markets, while Milwaukee is not. If we were playing Miami, then it would be Philly on NBATV.

In fact, If Miami extends the series to a 6th game and SA does the same to Golden State, then on Thursday we'll be back on NBATV in favor of the Philly-Miami game again. This was reported by Sean Grande.
Raptors vs Wizards - 2 of the games have been on NBATV, the 2 that weren't were on a weekend so they spread them out over the course of the day and the game was nationally televised. Game 5 will again be on NBATV.
Jazz vs Thunder - Game 5 will be on NBATV and I believe they had another one already.
Pelicans vs Blazers - I believe they had one game on NBATV.
