I'd disagree. ACLs typically have a much better outlook for full recovery.
Yeah, ACL recovery has improved a lot, just like elbow ligament damage used to be a problem for baseball, but now has a much higher rate of recovery. Tendons they haven’t figured out yet in the same way — there’s not the same way to replace them like they’ve done with ligaments.

ACLs are clearer recovery wise because the surgery isn't technically a repair - you're replacing the damaged ligament with a graft from the patellar tendon, the hamstring or a cadaver ligament. With the patellar rupture, you're trying to repair the damaged tendon - which can be complicated depending on the level of damage, whether or not the kneecap was damaged in the injury, if the tendon has started to scar or if it begins to retract.
