From an offensive standpoint, it’s pretty clearly referring (at least mostly) to IT if you watch the games. IT is still playing like he’s the number one option in Boston, and there have been several questionable iso possessions that he’s had that have brought out questionable looks and body language from his teammates and coaches.
Now that’s offensively, of course. Defensively every single player up and down that roster deserves blame, which is primarily on Cleveland’s overall culture that doesn’t prioritize defense nor holds their guys accountable.

Thomas' shooting stone cold from the floor in this game wasn't the reason the Cavs gave up a zillion buckets anymore than his complete absence from the floor through most of this bad stretch has been.
Love, Smith & Wade all combined to shoot 4 of 21, hardly any better than Thomas. And Wade and Smith generally looked atrocious and disinterested in this game. There are plenty of candidates on that team for Lue to have been referring to.
The biggest reason the Raptors scored so prolifically was that they shot 42 threes in this game, making a hefty 18 of them (42.9%). Only 5 of those threes were guarded by Thomas and only 1 of those he defended was made. As a matter of fact, TOR converted on only that 1 shot out of 7 defended by Thomas in that game. That doesn't mean Thomas played great defense. But it indicates that he probably wasn't the problem in this game.
Korver was torched for 8 of 11 shots defended (including 2 of 2 on threes).
Wade gave up 5 of 8 shots defended (including 2 of 5 on threes).
Channing Frye was a sieve, yielding makes on all 5 shots he defended, including 4 of 4 on threes!
