Salary Cap Max Contract Change Idea

This would be a league thing, and relates to 3 different max contracts based on years of service.  What if the league for salary cap purposes decided to treat all max contracts equal.  The players still get paid their different levels, but the cap hit is the same for any max contracts.  So for the purposes of the salary cap Irving (25%), Love (30%), and James (35%)would all have the same cap hit.  And to stop tinkering to fudge the numbers any player within 2 million a year of the max, would be considered a max contract.  So basically instead of the cap hit being 25%, 30%, 35% all max contracts would hit the cap at 30%.  It would make it a bit harder for a team like the Warriors to stay together initially, but would make it easier for them to stay together long term and would take some of the sting out of the supermax deals (Cousins and Paul were basically let go because their team didn't want to pay the supermax).

I forgot what article I was reading this morning but they threw out the idea of making DPE increases being exempt for salary cap/luxury tax purposes.  Thought it was an interesting idea.
