If I'm doing this correctly, they are Ntilikina (Belgium), Porzingis (Latvia), Kanter (Turkey), Kuzminskas (Lithuania), Hernangomez (Spain), Rathan Mayes (Canadian). Maybe Isola counted Noah too, but he has American citizenship.

This is often repeated, but incorrect. We aren't tied to a player we sign and can always waive these veteran minimum players for either injury or performance. The Cavs did it last year with Bogut to Sanders to Tavares.

To call it incorrect is overstating it.  Yes, they can waive players, but they still get paid, so to be generally avoided.  C's did pay Ben Bentil $250k a few years ago, essentially for the flexibility to waive him.  However, waiving bigger contracts is a bad use of resources.

There aren't bigger contracts to waive. We can only sign veteran minimum guys and would only be responsible for less than 1.5 million regardless of his tenure. That figure is also assuming the player received a fully guaranteed deal. What are the resources you're referring to?

Sixers signed Emeka Okafor for their training camp.  By this point, I didn't think they'd have any Okafor on their roster but now they have two.
