It's definitely a fun idea.

Is this kind of tanking actually a problem, though? Has it ever happened?

I don't like the idea.  Creates more headache and havoc then it is worth.

Same deal for 2nd round?

I would say that all the picking occurs at once.  1st seed chooses from 5-8, the 2nd seed chooses from the remainder, and so forth.  Once the 1st round is chosen, but before games are played, the top seed gets to decide if they want to be matched up against the #3 seed's pod or the #4 seed's pod in the second round.  No reseeding or repicking after the 1st round is played.

They could even televise it for 30 minutes.  East chooses their 1st round opponents, commercial break, West chooses, commercial break, second round is chosen by both conferences.

No way the NBA gets that done in a half hour. East first, commercial. West first, commercial. East second, commercial. West second, commercial. Et cetera. They could easily stretch it out to 90 minutes and triple their revenue!

Then, you have the obligatory brackets, where everyone bets on which team will pick which (which is preceded by a one-hour "brackets prediction" special). And then the analysis of the brackets. And then the analysis of the analysis. This has "NFL full-day draft revenue" written all over it!
