Both Philly and Denver have signed and cut Mo Williams in the last month and he is retired. I get this has some tie to the salary cap but don't fully understand it. Does this make more sense to others?

He is not retired.  He hasn't turned in his papers.  It's absolutely the cap there's a minimum pay level teams have to meet ...

So both Denver and Philly had to meet the salary floor? How does Denver signing him force Philly to cut someone?

It's a loophole in the old CBA that helps the teams get closer to the salary cap floor without having to pay the full amount of $$$ actually owed to the player.

I think both teams needed him to go unclaimed in order to realize the benefits of the move though.  basically Philly stiffed Denver's move and then Denver did it back to them.

right. it saved denver about $1,800,000. the new CBA does away with this.
