I'd say Utah, Minnesota, Boston, Memphis then Washington.

Huh? How are Utah and Minnesota better than us? Minny has a long ways to go in development to reach their potential. Until then, they're hardly better than us.

Memphis has 3 max players already and is on the decline.
 
Washington missed the playoffs last year (in the Eastern Conference...they are not a destination)

Utah meh (Western Conference)

Minnesota they are up and comers with rookie contracts locked in for the next couple years leaving room to add multiple max contracts to a stacked young lineup. They will become a destination if they make the playoffs this year. They just have to rid themselves of the Rubio contract.

The window for the Celtics to sneak in and acquire a star player is this year (before the trade deadline).

I agree.  Minnesota and Boston are really the big two in my opinion.  Memphis has no means to make a big deal, so really shouldn't be mentioned.  I think people will be surprised at how soon Philly becomes relevant.  Simmons is the real deal, Noel isn't far away from being a top 10 center in the league, and Embiid could be a huuuuge boost if he plays. Trade Okafor + future pick for something like Eric Bledsoe and a shooter at SG and I really like their position.

Well Utah actually has a really strong case... They've got the best defensive front court in the NBA, get the #3 overall pick back from injury, have a ton of talent on the wings in Hayward/Hood and just added George Hill at their weakest position. I don't think it is insane to say they have a shot at home court in the first round of the playoffs.

Minny isn't better, but they definitely have a Superstar in the making(might already be there for all we know) in KAT and a few decent supporting players. So with a few breaks a bigjump wouldn't be crazy.

ESPN ranked their starters 5th in NBA and their reserves 1st.
