Lottery history: From 3rd to 2nd or 1st?

Historically how many times has a team with the 3rd worst record moved up to 2nd or 1st position in the draft (via lottery)??

Any draft lottery experts care to chime in?

We been unlucky with the death of Bias (#2 pick and considered to become an all start for years to come),  having the worst record in 96/97 but losing out on Tim Duncan and lastly in 07 missing out on Durant. 

We could use a break

Let's not forget missing out on Wiggins/Parker 2 years ago, but Smart has been doing well so it's hard to complain.

I think some posters here have said that the third best odds has won the lottery the most times or something? I could be wrong but that's what I think I remember someone saying.
I could very well see the Hawks... starting Taurean Prince at the 3, who is already better than Crowder, imo.
