I'm ok if Pau being Butler's teammate was basically a tie-breaker for "Should we send Pau or Love to the game?" Also, I'm ok with Pau making the game. He's terrific and spend most of his career underrated.

if a team has two players being voted to an all-star team, and one makes it. If that player gets injured, would it be fair that only a player in the same team who qualified for nba-all-star ballot should replace him?

That's the right call.

At first instance one would think to replace a guard with a guard, so Kemba Walker, Reggie Jackson, and Khris Middleton in play.

But one looks a the roster, and it's severely lacking in size. Not only is Gasol deserving in that context, but bonus for replacing a player from his own team.

So yeah, right call.
