So whats up with Harris?

Can't make a formal offer until July 8th because he's  a restricted free agent.
If he were unrestricted we'd  likely hear a lot more. Gotta wait till next week pretty much.
"We are lucky we have a very patient GM that isn't willing to settle for being good and coming close. He wants to win a championship and we have the potential to get there still with our roster and assets."

This isn't true at all.

Restricted free agents generally are second in line for offers because their original team can match, so it's better to get a commitment first from someone you know can come if an agreement is reached.  But there are no rules that make restricted free agents different in terms of when you can talk to them.

I stand corrected.

I thought the 'moratorium' was July 8th and formal offers couldn't be signed till then?
(And teams also wanted to find out who was still on the unrestricted free agent market before signing offers anyway)...

Teams don't make offers to RFAs early in the process, usually, because the teams who own their RFA rights can wait for like a week to match, which ties up the cap of the team that made the original offer.  Bad to have your cap tied up if you're looking to preserve your ability to go after the top unrestricted targets.

further, C's could be sitting back intentionally and watching/hoping the Magic, Pistons, etc spend big elsewhere, making the competition for Harris less

though in a market where Carroll is worth 60/4.......very scared more teams find Harris a bargain than an overpay
