40 million - 13 million = 27 million dollars worth of "the herb"!

One has nothing to do with the other. He didn't have to agree to a buyout -- he could have been sitting on his butt and collecting his fully guaranteed contract checks.

Or the Bucks and the NBA could suspend him without pay for repeated drug use...

Which would cost him about the same amount of money.  If he was somehow suspended every game from here through the rest of that contract (unlikely given the relatively slow increase in suspensions for repeated pot offenses), he'd still get about 25% of his remaining deal.
