I don't understand why anyone likes Evan Turner. He is mediocre at just about everything.

This whole "make Smart earn his starting position" thing should be over in my mind. He's getting more familiar, looks more confident, is starting to make better decisions and is a plus defender. Why on earth would you keep Turner as your starting PG at this point?

Turner has a lot of talent.  Maybe not #2 in the draft talent but still pretty good.  The problem is that, much like Jeff Green, he's a dumb basketball player who has little feel for the game.  Talented but dumb players are a weakness for most coaches because while it's easy to see when a player just can't do something, players who should be able to do things and don't are devilishly tempting.
