I think Monroe just accepted the QO from Detroit for like 5.5 mill.  Why didn't the Celts just offer him like 8.5 mill for one year? Detroit would have matched but would have had to pay more and then the Celts could basically say "Hey Greg. You're welcome for the 3 million dollar raise." See ya next year.
