How does this affect the Love trade, and would this somehow give us any leverage in any way to get any other assets (Love or otherwise)?

I understand he can't be traded for 30 days, so does MIN look to CHI to pull the trigger, look for options, or for some reason wait the 30 days?
Play to win.  Always.

It affects the Love trade by putting a very real countdown clock on it, and any leverage we gain from it will be in the flailings of teams that aren't Cleveland trying to ratchet up the trade ante in an effort to grab him for themselves.
At least a goldfish with a Lincoln Log on its back goin' across your floor to your sock drawer has a miraculous connotation to it.

If MIN wants Wiggins, they will wait the 30 days.  Without being signed, his salary wouldn't count for outgoing salary in a deal, so this actually makes a trade easier, since Cleveland needs to send out about $10.7 million in salary to acquire Love, and Wiggins can count for half of that.

As DOS said, it starts a clock for the other teams wanting Love.  They have 30 days to convince Minny that their offer is better -- it doesn't really create much of an opportunity for the Celtics aside from as a 3rd or 4th party in any deal.  Which is basically where we were before, but now we have a timeframe.

so say Cav will not trade Wiggins

where does he come in the offense hierarchy

LeBron is obvious #1 option
Irving #2 option

Is he overtaking Waiters as the #3?

The comparison that's been bandied around that I like the best is Toronto's edition of Tracy McGrady -- I think Simmons said it during the draft. So, he could be a #4 option on offense at first.
