The only draft picks that are very valuable any more are the first few in each round. Unless they change the minimum age requirement for draft eligibility to force these underdeveloped kids to learn how to play the game before they enter the NBA that won't change. For the most part, unless you are drafting in the first 3-4 picks it is highly unlikely you are going to get a star ready to contribute now. You are more likely to pick a kid who has upside and needs development only to see them leave in free agency after their first contract. You've done all the hard work and someone else reaps the rewards. When kids stayed in college 3-4 yrs the draft was often much deeper. This made for better basketball and less huge busts early in the lottery. We need to go back to that like the NFL.
(The first part of the second round allows you to get a player with some upside without having to guarantee him anything, so that is semi valuable as well)
