I know that the constitution amendments have all likely been made, passed, and moved on from, but what do people think, if not for this season, next season, structuring the waiver wire priority so that new owners go first?

Is there already a waiver priority set or something? Two reasons:1.> For 7 years waiver priority has always gone by last season's standings. 2.> Granting new GMs top waiver priority is arbitrary. They may have inherited good or bad teams. Why do they deserve #1 waiver position?Mk
