Looks like Noah is on the prowl, trying to recruit Melo.

IF this happens, does this make Chicago a top 3 seed in the East or are they going to be just like the Knicks are now?

A fringe playoff or a team on the outside looking in with no real upward movement.

Suppose alot of it would depend on Rose's health.

With Noah on the team and Thibs as coach, they are a top 3 team in the east even if Rose does not return to his MVP form

One of the former GM's that now does analyst work said a couple of weeks ago that if Anthony opts out of the final year of his contract, he will either sign a big money contract in New York or will take less money and go to Chicago, and he believed Chicago was the better bet.

I'm not sure they can keep Gibson if they acquire Melo.

This is where trade exceptions and cap space come into play.  Even if Chicago using the amnesty on Boozer, that only gets them to 15 million in cap space.  Now maybe they work something out with New York, but say New York says, no thanks and Anthony has to sign for a starter of 15 million.  That is a massive pay cut (way more than the Miami guys took).  But now say Chicago moves Dunleavy's 3 million and takes back no salary.  That gets them 18 million in cap space and a much better offer to Anthony.  A team like Boston with trade exceptions could absorb Dunleavy for a future first or some other value (maybe you can get Mirotic who becomes much more expendable with Anthony in Chicago).

It's been reported that Noah's contract will push the Bulls into the luxury tax if he hits the incentive for first team All-NBA.

If the Bulls want to clear cap space to sign Melo outright, they need to amnesty Boozer and also probably salary dump Gibson.  If they work out a sign-and-trade, they'd probably have to include Gibson.

I'm 99% positive that the Bulls are gonna amnesty Boozer this summer, he doesn't even figure into the calculations.

It comes down to how much of a pay cut Anthony is willing to take/allowed to take by the NBAPA

Well, Noah is far and away the best player Melo would have ever played with. I mean, you are out of your mind if you would rather have Tyson, Bargnani, STAT, 2009 era Iverson, Nene, or Chauncey Billups. Hell, the best players Melo has ever had were either borderline starters (JR Smith, Felton, Lin) or aging, past their prime (Tyson, Stat, Iverson, Chaunchey, Kenyon Martin) or just generally awful (Bargnani).

So, yeah, I think they'd be a 3 seed. Hell, they might still be the 3 seed THIS season. They've been arguably the best team in the league since the clock turned to 2014, at least in terms of wins. This Bulls squad can potentially make the 3 seed and win a play-off series.
