This whole Hunter/Fisher thing is just going to keep getting better and better.

From the minute Hunter pushed through the disclaimer of interest to save his own butt, it was clear that he was both on his way out, and not looking out for the players.

Given Fisher's clear knowledge of all this earlier when Garrity raised the issue years ago this is all just part of the character assassination by both men's camps.

Sounds like Dooling was well aware of the issues and didn't act against Hunter making the union his private family business.  If that's correct, he's got more to answer to than being indignant that this didn't all stay "in-house".

As was Fisher, this is just a fight where both sides are throwing all the built up mud of years at each other.
