Welcome back to the 5th Annual Celticsblog 24 Team NBA Draft. This draft is a 24 team personnel where all players from the NBA & Overseas are dumped into a talent pool and owners select their teams from scratch.  Following a 13 round draft and brief free agent/waiver period, we will conduct team press conferences where each owner will present their completed rosters to the rest of the blog.  Following that, there will be votes conducted in a variety of categories such as "Best Win-Now Team", "Best Draft Pick", "Worst Draft Pick" and "Team of the Future".  We will also vote for the best 8 teams in each conference and then conduct a "playoff system" voting to determine league champion.

Before we begin, there are some rules that team owners should be aware of and are expected to abide by.

Section One: Draft Rules

1) In order for a player to be eligible to be drafted, the player must be an active NBA player, an active NBDL player, or an active overseas player.  High school and college players are ineligible to be drafted.  Retired players are eligible to be drafted if there is recent indication that the player is contemplating a return to either the NBA, NBDL, or .  This can be achieved by illustrating news dated within the past 60 days.  If you wish to draft a retired player and there is no recent news, you can still appeal the player to the Commissioner for review.

2) In regards to overseas players, it should be noted that you are drafting the "rights" to that player, however, if they are under contract to a team in a foreign league, then they're staying there unless real news can be provided illustrating a buy-out is in the works. (Same 60 day rule from retired player rule applies here)

2a) If a player (see Deron Williams) signs a contract that will immediately void if/when the NBA lockout ends, they ought to be considered active NBA players. If they have signed a Euro contract without such a santa-clause (see Sonny Weems), they should be considered Euros, and inactive in the NBA this year.

3) The draft will start on Monday, July 11th @ 11:00am EST and there will be a 10 minute interval before picks.  There will be a morning draft session and an afternoon session with a break between sessions.  The first 5 rounds will be conducted in Week One while the remaining 8 rounds will be conducted during Week Two.  The draft will end on Thursday, July 21st.  A draft schedule will be posted in advance of the commencement of the draft.

4) If you are unable to make a selection, you make designate a proxy (another poster) to make the pick for you.  Preparing a player list in advance would be a wise suggestion since the player you desire may not be there when your pick comes up.  Do not blindly email lists to the commissioner! He might not be able to pick for you. Make sure the person you want to make the pick for you has agreed to do so.

5) If you miss a pick in the first two rounds the Commissioner will pick the best player available at his discretion and begin actively searching for a new GM for the team. You may contact the Commish and petition to remain in the game. In the event that a replacement owner cannot be found, the Commissioner will take over drafting duties until one is found.

If you miss a pick in the 3rd through 13th rounds you will be passed over and others may pick ahead of you. If at the end of the round you still haven't made your selection the Commish will again select the best player available at his discretion and a new GM will be found for your team. You may petition to resume your role as GM of your team.

We want active GMs to participate in this game, if I have to pick for you more than once you won't be getting your team back period. The best way to avoid this is to either e-mail lists to proxies or to have a co-GM. The draft is a serious time commitment for other players and the Commish, please understand that when you commit to play.

6) If you do not draft at your designated time, the person picking next may pick right away and so on.  So please be in the draft thread ahead of time.

ex)

If you're pick is posted as happening at 11:20 am, then you have until 11:20:59 am to make your pick.  After that, the following person can jump in and pick.  If the person before you drafting picks at 11:05 am, you can make your pick right away.

7) If an owner takes less than 10 minutes to make their pick, the next owner can draft before their designated time if they choose.  However, they are not required to pick until their designated time.

The draft board will be unlocked on Sunday, August 15th in the evening.  (Night before the draft starts)  At this point the Draft Interest Thread will be locked in order to try and minimize draft related threads appearing in the "Latest Forum Topics".

The draft board can be found here:

9 ) A roster thread will be kept but will be locked and only be modified by the Commish and moderators.  It will try and be updated at the end of every draft day.

Section 2: Trades

1) A moratorium is placed on trades until the end of Round 1 on 7/11/2011.  Trades may be discussed among owners before then BUT there will be no trades announced until after the moratorium is lifted.  Failure to comply with this will result in a penalty that could result in forfeiture of draft pick and/or other repercussions. If two parties agree in principal to a trade before the end of Round 1, that's fine, but don't send it in until Round 1 is complete. It WILL BE IGNORED. If two parties agree to a trade in principal before the end of Round 1, and one party backs out of that trade before it can be completed, there will be no repercussions, no whining, and no complaining. Seriously.

2) All trades must be sent to the Commissioner for final approval. I will need PMs from all parties involved confirming they want the trade to occur. If you have a Co-GM, each Co-GM considered equal and may send PMs about trades for approval.

3) The Commissioner has the power to veto any trade at his own discretion through the first 3 rounds of drafting only. After that, knock yourselves out. Trade proposals seen as detrimental to the competitiveness of the league may be rejected.  However, the Commish will listen to justifying cases from both owners if a trade is in question.

3a) Any trade the commissioner is making during the first 3 rounds as a GM will be sent to former (but not currently participating) commishes Roy H. and Fafnir for approval or Veto.

4) Trades may involve trade picks and/or players.  Owners may also include "cash considerations" in the form of Tommy Points.  However, the cap on Tommy Points in any transaction is 5.

5) Discussion of the draft will also take place in the Chat.  It will allow for quicker trade talks with it's 'Instant message' function.  (make sure you can log onto the 'Chat')

Section 3: Voting and Tiebreakers

1. At the end of the draft we will be holding votes for a variety of categories. We have created a dummy Celticsblog account to receive the votes by PM. Votes will be posted publicly after the polls have closed.

2. Voting will be run according to the following system:

After all the press conferences are finished we will hold the regular season vote. Voting will open to all Celticsblog members and will be handled by PM. Each ballot will rank all 15 teams in each conference according to predicted order of finish in the standings. Division leaders need not be placed in the top three slots, instead we will use the actual NBA seeding rules to determine our playoff match ups.

Home court advantage between the conferences will be determined in the Finals by comparing the two Finalist teams total points from the regular season standings. The tie-breaker for this will also be median vote, and then successive elimination of the high and the low votes each team received. After each elimination the total points will be looked at until their is no tie.

3. In the case of a tie in the regular season voting the first tie breaker will be the median vote score between the tied teams. The second tiebreaker will be removing the high and the low vote and then recalculating total points. This process will be repeated till any ties are broken.

4. In the case of a tie in the voting of a playoff series the team with HCA will advance. Home court is very important and provides a significant advantage in the playoffs, receiving the tie-break will reflect this for our game.

5. If you do not hold a press conference you will not be allowed to vote.

6. In the case of teams having Co-GMs each team will only receive one vote and each team will designate one person to cast their votes well ahead of time. If you both send in ballots they will be disregarded.

7. You may not vote for your own team, this is to prevent skewing of overall results by every game theory loving GM from voting themselves in first place.

8. The Commish may ask you to justify your votes just like he can ask you to justify your trades. If your explanation is unsatisfactory and I view you as deliberately spiking a rival unfairly I will disallow your whole ballot. This will not be done lightly but I reserve the right. If I have to disallow a ballot from any poster they will not be allowed to vote again.

9. Any attempt to create dummy accounts or otherwise inflate vote totals with inactive accounts will not be tolerated.

Section 4: Communication

1) PM Links to all 24 team owners and the Commish can be found in the Draft Board Thread here

Section 5: Misc.

1) You are a GM of a real NBA team.  It is your job to run it like a real NBA team.

2) Any behavior that proves disruptive can result in the expulsion of an owner and may result in suspension or banishment from future Celticsblog drafts.  Also, any behavior that violates CelticsBlogs's Rules & Posting Guidelines will still be enforced.

3) In case rule two isn't clear enough: we will have no tolerance for open GM scuffles, vote spiking, or any of the other hyper-competitive crap that happened last year. If any of the Mods see anything like that this year we are going to just throw people out.

4) Commish has a life outside of the CB Draft.  Therefore, don't expect much work from me on weekends and I may not always be available on nights.

5) Team name changes are allowed, but relocations are not. Let's try and keep it pretty straight, there is a ton of clerical stuff, and multiple lists and etc that need to be updated. Every team name change screws with that.

6) Have fun. Don't take it too seriously.
