The 70s might be tough to beat from a critical perspective.  First of all, I has what's many consider the best movie of all time (and the sequel)...

Godfather 1 and 2


It has Star Wars.... that's gotta give it massive points.

Some of the iconic work from Kubrick, Spielberg, Coppola, Scorcese...

Clockwork Orange
Close Encounters of the Third Kind
Jaws
Taxi Driver

... Other iconic films include

The Deer Hunter...

Maybe some of those movies just seem bigger, because they are classics and changed the industry.

It's the mid-50's to mid-60's without question, but that's not a choice here, so to stay with the choices given, I have to go with 90's, followed by the new millenia.

In my opinion the 70's, 90's, and 2000's are all amazing

Crownsy - to respond to what you said about all movies in the 2000's being remakes and comic book movies, I will agree that we have seen an overload of those types of movies but that is just at the theater. If you look closely you'll find good movies.

With all of that said, I think I would still put the 90's on top, probably in the 2 spot as the second best decade because of movies like Pulp Fiction, Forrest Gump, The Shawshank Redemption, Titanic, Eyes Wide Shut, etc. I would put the 70's in 3rd with A Clockwork Orange, Woodstock, One Flew Over the Cuckoo's Nest, The Godfather I and II, Dirty Harry, Chinatown, Halloween, Alien, etc. I would definitely have to put the 2000's in first.

As far as the best single years...

2007 - Across the Universe, The Assassination of Jesse James, Atonement, Gone Baby Gone, Into The Wild, The Kite Runner, The Lookout, No Country For Old Men, There Will Be Blood.

2008 - Burn After Reading, The Curious Case of Benjamin Button, Doubt, Gran Torino, In Bruges, Milk, The Reader, Revolutionary Road, Slumdog Millionaire, The Wrestler.

1994 - Clerks, Forrest Gump, Pulp Fiction, The Shawshank Redemption.

1939 - Mr. Smith Goes to Washington, Gone With the Wind, The Wizard of Oz.

I think the hard part in gauging the 2000s is that unlike the previous decades, many of the best movies were not culturally recognized.  Same thing with literature and with music in this decade.  Our culture is, in my opinion, stupid.  We like stupid things, and stupid things get popular.  Sometimes a well made movie gets extremely popular, but for every 1 great film that is a huge success there are 5 that were box office failures.

But while I give the 2000s credit, I think the 70s take it.  People have already listed some of the many movies here.  I think it wins for quality, and for long-term effect.  The Godfather films have a near dominant influence on modern crime films.  Jaws was and is a landmark film that is emulated over and over again.  Rocky is the premier example of an underdog sports film.  Animal house is the blue print for many goof-ball comedies now.

But more importantly than any of that, Star Wars.  For better or worse those films sparked the Hollywood blockbuster craze that still dominates American film to this day.
