So, it seems like the consensus is that we'd rather have Smith than Moore. But herein lies the conundrum - Moore is available now and Smith might not ever be available. Do we take a chance waiting on Smith or do we snatch up Moore right now?
My gut says if Ainge were to snatch up Moore it would be an indication that we're desperate (i.e., Ainge believes that Baby and Powe aren't enough). If we pass on Moore and wait for Smith, you may just get the homerun with Smith, but you also send a message to Baby and Powe that says "Hey, we have confidence in you and we need you to win, but Joe Smith is a veteran that can really help round out the rotation."
Personally, I say wait for Smith. One thought - could we grab Moore now and then waive him (probably eating some money in the process) if Smith becomes available?
